Learning objectives
After completing the course, the student will recognize community issues that can be improved with design. Identify mechanisms and stakeholders related to the development of public service. Know the structure of public services and the decision-making processes behind them. Understand the possibilities of citizens’ cooperation. Participate and use participation as a means to influence development targets. Design public services. Formulate solutions to community development targets.

Teaching methods
The course provides students with a deeper understanding of the planning and implementation of public services. It focuses on societal impact and collective well-being, which are essential aspects of public sector operations. Throughout the course, theory is applied to a work-life oriented development task, enabling practical experience and skills development in the field of public service innovation. Co-creation is one of the key methodologies of the course. Additionally, the course includes expert visits (e.g., a service designer from the City of Kuopio) and stakeholder collaboration/co-creation in small groups.
Student workload
The course is worth a total of 10 credits (270 hours), of which 5 credits are dedicated to an assignment/work-life oriented project. The remaining 5 credits consist of smaller theory and practice tasks that complement the assignment. During the course, teamwork is emphasized within small groups, and collaborative work with stakeholders is conducted workshop-style according to the co-design principle. As the course is heavily work-life oriented, we reserve the right to make schedule changes if necessary.
